  26. Actually, it probably is the modem.  Note the .fr domain of the original 
  27. poster.  This person is in France, and there are various really twisted 
  28. regulations in Europe about modems redialing numbers that they don't 
  29. connect to.

  31. Apparently the modems have a built-in table.  Whenever a number is dialed
  32. that doesn't return carrier, it is placed in that table and further calls
  33. to that number are denied, either permanently or for a period of time. 
  34. Whether there is a way to reset it probably depends on the modem
  35. manufacturer and the stringency of the regulations.

  37. The purpose of this AFAIK is to prevent modems programmed with wrong 
  38. numbers from repeatedly dialing voice telephones and annoying people.

  40. The comp.dcom.modems newsgroup (crossposted now) might have some help on
  41. this one.  If he were able to get firmware for that modem without the
  42. country-specific code that would work, although he would risk the modem
  43. police beating down his door and carting him away.
