- Actually, it probably is the modem. Note the .fr domain of the original
- poster. This person is in France, and there are various really twisted
- regulations in Europe about modems redialing numbers that they don't
- connect to.

- Apparently the modems have a built-in table. Whenever a number is dialed
- that doesn't return carrier, it is placed in that table and further calls
- to that number are denied, either permanently or for a period of time.
- Whether there is a way to reset it probably depends on the modem
- manufacturer and the stringency of the regulations.

- The purpose of this AFAIK is to prevent modems programmed with wrong
- numbers from repeatedly dialing voice telephones and annoying people.

- this one. If he were able to get firmware for that modem without the
- country-specific code that would work, although he would risk the modem
- police beating down his door and carting him away.
